Attorney

Warren W. Dill

Warren W. Dill, Esq.

Warren W. Dill was born in Miami, Florida, and raised in Delray Beach, Florida. He resided in New Orleans, Louisiana while attending Law School. 

After Law School, he moved to New York, where he was employed under the Federal Honors Program as an attorney for the U.S. Treasury Department representing the Internal Revenue Service in the U.S. Tax Court. In 1974, he relocated to West Palm Beach, Florida, where he was a Deputy County Attorney for Palm Beach County, Florida. He eventually moved to Jackson Hole, Wyoming, and established his practice there. He has lectured on Land Use Law in Florida and Wyoming. 

In 1989, Mr. Dill moved back to Vero Beach, Florida, where together with former attorney Mr. John E. Evans founded the law firm Dill & Evans P.L., now known as Dill, Evans & Rhodeback. 

Mr. Dill is an experienced attorney who specializes in real estate, corporate law, land use law, local government law, and is an authorized title insurance agent for the Old Republic National Title Company.  Mr. Dill was the City Attorney for five cities in Wyoming, served as the Town Attorney for the Town of Orchid, and since 1992 has been the City Attorney for the City of Fellsmere, Florida.

John G. Evans

John G. Evans is a retired attorney with over 50 years of experience in the legal field. He earned his Juris Doctor from Willamette University in Salem, Oregon (1964–1967) and has since built a distinguished career specializing in civil litigation, elder law, business law, family law, and real estate.

Following law school, Mr. Evans practiced at multiple law firms in California before moving to Florida and continuing his experience across various legal disciplines. In the early 1990s, he served as a corporate representative for the Kashi Church Foundation and its affiliated entities. In 1997, he founded John G. Evans, P.A., focusing primarily on elder law and civil litigation.

Mr. Evans was admitted to practice before:

Throughout his career, he has also provided legal representation to businesses, nonprofit organizations, and charitable entities.

D. Johnathan Rhodeback

D. Johnathan Rhodeback, Esq.

Dwight Johnathan Rhodeback is a partner at Dill, Evans & Rhodeback and practices primarily in the areas of local government law, real estate, and civil litigation. As an authorized title insurance agent for the Old Republic National Title Company, Mr. Rhodeback handles all aspects of title and oversees all of our real estate transactions and closings. He is licensed to practice in all Florida and New York state trial courts, as well as the United States District Court, Southern District of Florida, and represents an array of local businesses, individuals, and governmental entities. 

Born in Northeast Ohio, Mr. Rhodeback was the youngest of three siblings in a working-class family. He earned his undergraduate degree from Lycoming College, where he participated in collegiate wrestling. He continued his education at Pace University School of Law, where he served as an editor of the Pace International Law Review. After earning his law degree, Mr. Rhodeback began practicing law at a large firm representing clients in and around New York City prior to moving to Vero Beach, Florida in 2012 to primarily represent clients in civil litigation matters. Mr. Rhodeback joined Dill, Evans & Rhodeback in 2018 and continues to passionately serve clients throughout the Space and Treasure Coasts.

Mr. Rhodeback is the proud father of three children and dedicated to the community having served as President of the Exchange Club of Sebastian and being a member of the Sebastian Chamber of Commerce.  In his free time, Mr. Rhodeback enjoys golf, woodworking, and spending time with his family.

J. Garry Rooney, Esq.

Garry Rooney is a partner at Dill, Evans & Rhodeback and practices primarily in the areas of civil litigation, business law, international law, family law, and elder law. He graduated from Stetson University College of Law, magna cum laude in 1996 and has been with the law firm of Rooney & Rooney, P.A., in Vero Beach, FL since 2004 and a partner at Dill, Evans & Rhodeback since 2018. Mr. Rooney has also owned and operated a construction business in Belize.

Raul A. Perez

Raul A. Perez, Esq.

Raul Antonio Perez was born in Venezuela and raised in Miami, Florida, of Cuban and Venezuelan descent. He moved up to the Space Coast in 2019 and has been with the firm ever since. He is an experienced attorney specializing in estate planning, probate administration, trust administration, and guardianship law. 

Mr. Perez was admitted to the Florida Bar in October of 2015, and is a member of the Indian River County Bar Association, Brevard County Bar Association, and the  Indian River Estate Planning Council. Outside of the practice of law he serves on the governance and finance committee for the Indian River United Way and is a board member of Silver Circle, a local group dedicated to helping the elderly in our community to find the resources they need.

He is committed to helping individuals and families navigate through their unique needs and estates by providing legal solutions to help them reach their goals and provide comfort when discussing those topics that most find difficult to discuss. He understands that planning for death is not easy, however, he works with clients to ensure that they understand that not planning is worse. He advises clients by confronting the topic of what happens after they pass and how their legacy can be transferred to their loved ones. Additionally, he offers compassionate counsel in guardianship matters and provides his client with possible alternatives to guardianship, if possible. Guardianship is difficult even in the simplest cases as it is very intrusive in the lives of not only the Ward, but everyone involved.  

He takes pride in delivering clear guidance and strategic planning to safeguard clients’ assets and secure their legacies. When not practicing law, he enjoys being around his family and friends, playing baseball and golf on the weekends, and traveling.

Kenya L. Matthews is a dedicated legal professional from Maryland. She completed her undergraduate studies at George Mason University. During undergrad, she was a legal intern at Spinks Law, PLLC, a firm specializing in criminal defense and family law. Driven by her passion for advocacy, Ms. Matthews relocated to Miami, Florida to pursue her Juris Doctor degree at St. Thomas University College of Law. While in Law School she was part of the Palermo Program where she would mentor high schoolers in Miami-Dade County who were interested in the legal field. Upon graduating, she began her legal career at Dill, Evans & Rhodeback. In her spare time, she likes traveling, fine dining, and spending time with her friends and family.
